Use the difference in electrical potential between the high atmosphere and the low/submerged ground.

Yeah, I don't think it would work in a storm, but the concept that lightning is caused by the difference in potential from sky to ground means that there is a potential even when there is no storm.


Hopefully there is still a large potential difference with a clear sky.

There is.  That's why you want to think lightning.  If you have a dielectric (air) moving against another dielectric (more air that is not moving as fast in the same direction) then you can separate charges.

Well, if the concept is workable, how so we get a prototype made for testing?
