   The small green rectangular board has a chip on it, but no black blob.

That chip on the green board will likely be the PWM.

Nick,

Check that the input fuse is not blown. It looks like the brown block component at the bottom left corner of the PCB. The bulb may not light fully but just flash when the mains is connected.

  OK,  looks like the fuse that looks like a capacitor is blown,  which I'm pulling out now.
I don't know what to replace it with.  No room to install a normal glass tube type of fuse.

As a temporary measure, use a some thin electrical fuse wire or a thin strand from a stranded wire. Keep the bulb in circuit until you have established that there is the correct output voltage. Report back on what voltage you have across the big caps.

Hi Nick no light I would expect to see  10watt bulb bright up then die to very little and then pulse, does the caps charge up or not ?
some where in the input circuit is an NTC to limit input flow its around there your problem is , is the PCB track all good, remember proportions and safety.
Any way whats the next thrilling installment ?

Yes, Nick should also check that the black NTC adjacent to the brown fuse is not open circuit.

  Just trying to find a fuse to replace the small T5A brown one that burnt out.
  I'll know more later today. What tripped me up, was that there was still some voltage at the caps, and at the mosfet, even with a partially blown fuse. That's why I thought that the fuse was ok, but it wasn't.
  I wish that the T5A had blown before it messed up the caps, and who knows what else.
But, I saw a spark under that fuse, (it totally blew afterwards). But, that happened after I had replaced the caps, and not before the damage. That fuse was too slow, (it's a slow T-type of fuse).
Probably needs an quicker F fuse, instead.

  Sorry apecore for the off topic discussions. But, you'll probably see that once you connect up a feed back circuit, that fixing a burnt PS, won't be off topic at all. Dally went through a couple of burnt up PS, before finding one that worked.
  I think that a 110v- 220v PS is what's needed. And NOT the 110v PS, like the one I'm using now. Live and learn...
